It's up to the player who they worship. Otherwise they have no set religion or Code.
However, no one can force you to roleplay a Vigilant of Stendarr, or prevent you from roleplaying a Templar who worships another deity (as long as it is similar in nature to Stendarr I suppose?).

Templars dont fit into lore as the game shows them, but knightly orders devoted to any specific god would exist, this would be the templars origin. The god is up tot he player, their magic is simply stylized destruction, alteration, and restoration (I cannot stress this enough, IGNORE THE TOOLTIPS).
the lorebooks from ESO explaining the dragonknight and templar classes are bad from a lore perspective.
I hate to be the funpire here, but in fact, all of the Templar Lore books found in the game seem to point out that Templars are worshipers of Stendarr:
