Did 1.4 PTS Update or Update 4 to API make Gamepad commands usable?

If you enter:
/script SCENE_MANAGER:Show("playerMenu")
into the chat and press enter (works on PTS or Live version), it brings up the clearly nearly-done gamepad menu very similar to Skyrim, and the API has a TON of gamepad commands in it, but as of Update 3 were "disabled" according to ZOS, so no addon could use them.

So, did PTS Update 1.4 add a more gamepad option to the game in anyway, even as another slash command?

Or, did the API Update 4 at least enable the gamepad commands, so a reall addon might be made without having to use xPadder/Pinnacle/etc?

EDIT: Upon looking through the detailed API 4 update txt file, I found this:
IsInGamepadPreferredMode
which was not in Update 3 API. Might it be used?

I understand the API qeuestion is harder to answer, but the other question is as simple as plugging in a 360 controller, starting ESO on PTS, and seeing if there's any type of option to enable it. Surely someone can do that?

When it comes up, I'll try it with my PS4 controller.

Well plugged in my ps4 controller via usb and no options to switch/use controller appeared in any of the menus.
