I find that I prefer many of the lower level skins, mostly due to the more conservative use of details and intricate nuances.
The dye system provides a great form of customization. It would be nice if we could somehow also craft upper tier gear and utilize the full range of looks for a particular racial motif (or at least the skins of the current tier plus those of tiers lower).
The visual changes from tier to tier can be quite dramatic and being able to take advantage of all those skins at max level would add a significant level of customization to end-game players.

I assume it would be easiest to work with the dye system as it seems to function as a proxy/override mechanic. When selecting dyes, if lets say I have Nord full-leather equipped, I can toggle the skins between Nord full-leather all the way down to Nord rawhide. Higher tier gear would have a larger selection of skins.
Or maybe expose it through the crafting process? I imagine that would be difficult as it may require a whole new set of items to be created.
