Fastest possible build? (ITT: Pointless theorycrafting).

So i've reached a point where i just don't know what to do other than PvP, i wanted to ask for some help at making my new gameplay experience through ESO.

The fasturr possible build.

I'm not looking for DPS, survivability or anything really useful, i just want to know which build gives me the fastest movement speed in all of the game.

AFAIK you could run this build:

Night's Silence (60% speedz while sneaking).
Vampire (Dark Stalker speed boon)
The Steed Stone (with a full set of Divines).
Rapid Manouver (with the fast morph).
Speed potions, lots of speed potions.

What else could i add to that?, an specific Race, Class?

I just want to be the fastest speedhaxors in all Cyrodiil, can't i accomplish my dreams?

    choose an argonian as your race and invest in swift swimming and stamina, my argonian rouge is super fast compared to my 2 alts, and it allows me to burst through CC when im healing or trying to escape. also there is a siphon ability with the rouge that allows you to take speed from an enemy and give it to you.

    Nightblade, with veiled strike morphed to concealed weapon for 22% more speed in stealth. That plus the speed counts for invisibility too, so you can achieve those speeds in combat too, not just when sneaking around.

    I havent tried it myself yet, but I have seen plenty of NB's stealthing at the same speed as groups of mounted players, its funny.

    Alright, so this is my first iteration of this fast character, an Argonian Nightblade called "Goes-Two-Fast" that i'll be grinding to Vet ranks, i've already got a friend who is willing to give me Vampirism too :D

    Also throw in the speed boost skill from assault line and use a bow and dodge roll passive to boost speed. I fly by mounts like this.
    Saet - stam nb
    Hordak - magicka nb
    Demigorgon - stam sorc

    go an orc nightblade with a bow - use path of darkness and rolldodge before sprinting with a speed potion and retreating maneuvers while having the steed stone (you can't sprint in stealth) EDIT: and yeah crippling grasp

    Quick math: 40% from path of darkness, 20% from roll dodge, 15% from medium armor ~ 20% from crippling grasp, 30% from speed potion and 40% from retreating manuevers, ~20% from steed and divines and 15% from orc passive: total - 190% sprint speed.

    Nights silence + vampire passive, 60%, + all of the rest = 250% normal run speed. not sure what's faster

    I am running Night's Silence +vamp +concealed weapon and I have the morph of maneuvers with the run speed. My character is so fast in stealth that I have trouble getting into position on keep walls and on cliffs and such to snipe enemy players -- I often go flying over the edge. I have to toggle run/walk to walk in those situations.
    The only substitute for victory is overkill.

    A quick note about Night's Silence is that you only get the speed bonus while perfectly hidden. Using an ability (I tried elusive mist) puts you into a partially hidden state, removing the speed boost for a few seconds.
