does energized affect the dmg output for thundering presence?

It should, all shock dmg should benefit. If it doesnt, it would be a bug or an oversight.

alright ima test it out and i guess ill post the results later lol. i just didnt wanna waste the skill points and then go through the hassle of undoing them if it didnt benefit my dmg

maybe you can answer another question regarding storm skill line. i have noticed TP does dmg of 33 per second according to my level. then there has been times it has gone down to 30...or 31...why and how does it change?

The damage on the tooltip assumes the enemy has no spell resist. Most enemies will have a small amount, and hence will take slightly less damage.

i didnt mean like when i attack someone. when i went to check in via skill tab one time it said 30 dmg per second. then hours after it said 33 dmg per second. not sure if you got what i meant or not lol

Did you level, eat food that boosts majika, add armor glyphs that add majika? The more base majika you have the more damage your majika based skills will do.

i dont think i added anything. but ill have to be sure and check. i actually think i might have eaten some food. ill get back to you on that lol

Another possibility is your PvP buffs may have changed.
