Basically this is the fix i got from ESO, they mess up with a patch and we are punished with reinstall, nice !

Well you have a bad file. It was probably a file that was missing or corrupted from the last patch. Sense the repair did not find the error you are going to need to do a reinstall but when you do the install do it in safe mode. For directions on how to start in safe mode look here.
To do full uninstall The Elder Scrolls Online, please follow the steps below:
1. Click on Start, then Control Panel.
2. Under Programs, click Uninstall a Program.
3. If you use either Small or Large icons for the Control Panel, then find the entry for Program and Features instead and click on it.
4. Once the Programs and Features window appears, scroll down to find the entry for The Elder Scrolls Online, then double click on it.
5. Follow the prompts to uninstall the client.
Once the game is uninstalled, use the steps below to clean up any other files that may have been left lying around.
1. Navigate to C:\Program Files (x86)\ZenimaxOnline\. This is where the game is stored by default.
2. If you installed the game in a custom location, use Windows Explorer to navigate there.
3. Delete all the folders that are listed here by clicking on the folder once, the pressing the Delete key on the keyboard. Click Yes when the confirmation window appears.
4. Once all the folders are deleted, go ahead and close any windows that are open.
You may also wish to take this opportunity to run Disk Cleanup to make sure everything is cleaned up.
1. Go to Start-->All Programs, -->Accessories-->System Tools-->Disk Cleanup.
2. A small window will appear stating that it is scanning various items. This may take a few minutes depending on how much there is to scan.
3. Once it is finished scanning and the Disk Cleanup window appears, go down the list of items and ensure everything is checked.
4. Once everything is checked, click OK to run the cleanup. This will most likely take several minutes.
Now that you have in uninstalled, you can get the game reinstalled. First restart the computer in safe mode remember (the directions for safe mode again are here). Revisit the accounts page at
https://account.elderscrollsonline.com/login and sign in. Once you've signed in, click the Download Game button. Once downloaded, run the installer as before. Please make sure to install both DirectX and the C++ Run Time at the end of the installation.
Once the installation is done, try running the game. However, when starting the game, try doing something slightly different. This time, try right-clicking on the icon for the game. In the menu that appears, select Run as administrator. This should hopefully let the game start and run normally.
