The Ultimates will scale with Weapon Power/Stamina as well now if those stats are higher than Magicka/Spell Power. Since Weapon Power has a much higher cap than Spell Power, the Weapon Power builds will have Ultimates hit harder than their Magicka sibling. Honestly, it's about time Stamina builds get some loving.

An 8000+ HP overworld boss should not go down in 10 seconds from me alone attacking it just because I drop an Ultimate. Or is this what other classes have been experiencing all along? If so, I can fully understand why people who don't play an NB or a Templar have been crying over the nerf to VR difficulty.
I never thought I would say this, but yesterday, my NB felt overpowered. However, I am still only in the VR2 area, and I have gotten used to feeling like I hit mobs and bosses with a wet rag, so perhaps this is as it should be. I don't know. All I know is I am going to kick some ass tonight in PvE.

Correct, but I disagree.
The whole point of the change was that stamina builds did not have inferior ultie damage to magicka builds. the point was to bring ulti dmg on a par. This change has gone of course too far the other way and certain ulties do insane dmg for Stamina builds disproportionate to the target's HP.
This of course means the Time-to-Kill (TTK) in Cyrodill has collapsed, making it a frag-fest atm. No one in their right mind would say this is welcome change and support it as a permanent state.

You know in pvp stats are bugged atm and players are getting unlimited weapon damage buffs right? If you use soul tether on a pve mob (not in cyrodiil) it will not do near that amount of damage even on a crit.what makes it crazy Op for that damage is also the fact its only 150 ultimate. it can't be working as intended.

Currently Soul Tether is receiving all modifiers.
The initial hit is being modified by Spell Damage and Magicka stats.
The Lifesteal is being modified by Weapon Damage and Stamina stats.
Interestingly, if I remove my weapon all together, it scales the lifesteal off of Spell Damage and Stamina.
Even more interestingly, when it is scaling on Spell Damage with no Weapon the damage isn't so insane.
The Weapon Damage scaling seems to be really impacting this skill; probably moreso than intended.
Stack this on top of Nightblades usually speccing into Dual Wield which gives substantial Weapon Power stat, and you're off to the races in damage.

NO, its not,
For Sorc, Atronach does 5.5 k damage over 28 seconds. Powerlord does 5.5k damage over 15 second (when cast continuously).
For Temp, Solar Barrage does probably 2-2.5k damage over 8 seconds.
