PTS Still Downloads after 1.3 is live on main server?

Why is it that now that 1.3 is LIVE on main server it still downloads when I launch the launcher? I always need to pause it. This is on NA sever just to clarify.

I don't think so since yesterday my time 1.3 had gone live on main server. I thought that once it did that it would stop downloading on the PTS one. I also thought that once it did the EU perhaps that would fix it but nope. I know I could just pause it but doing it every time does get a bit annoying to me at least.
