Just wanted to point out that it is odd that Eyes of Mara set has a 4 piece bonus of 7 spell dmg and a 5 piece bonus of reducing the cost of restoration abilities by 12%. Anyone going for that 5 piece bonus is obviously pretty focused on Resto abilities which are governed by weapon dmg and not spell dmg.

It's not exactly a problem, but anyone that is going to go for that five piece bonus is going to be almost entirely focused on healing and they would prefer weapon dmg. Personally I wouldn't use this set as I like to mix a fair amount of damage in with my heals. With a five set bonus as specialized as

Healing output from resto staff abilities are tied to weapon damage, not spell damage. This is the main point of the OP.
It would be spell power if you're using templar abilities as well.

Even if you use Resto staff heals on your Templar, the current 5 set bonus for eyes of mara is only worth going for if you primarily focus on Resto staff spells, which in turn means you would prefer weapon damage over spell damage as spell damage has zero effect on the spells you are primarily using. If you only use a Resto staff spells occasionally, there is no need for the 5 piece bonus.
As the 5 piece bonus becomes more beneficial to how you play, the 4 piece bonus becomes less beneficial and vice versa. You can disagree if you want, but in my opinion that is a poorly designed set.
Spell Damage increases all healing skills whether they're resto or templar based, Weapon Damage would increase LA/HA.

You could put that on a full set of heavy armor and enchant it with stamina. And then call your self a healer with a retro staff. But that does not mean you should.

Yes. Crit Surge gives weapon dmg bonus and that increases your resto heals. Spell damage does nothing for resto heals. What had to have happen with your test is the spell dmg neck/rings you had added extra magicka which increased your heals. Trust me, spell dmg does nothing for resto heals.
Are you sure that Resto staff skills are affected by weapon critical ? In that case, Destro staff skills are allso affected by Weapon critical ?
