Justice System & Provisioning Ingredients

So, after watching the Future of ESO QuakeCon video, I have a major concern. Right now, as a Provisioner, I can freely roam around town looting every crate, sack & barrel for my ingredients. In the Justice System video that they showed, every container in town is marked as "Steal from..", meaning that if I take those ingredients, I am now a criminal with a bounty on my head. Please tell me that you've thought this through with another way for Provisioners to get their hands on ingredients, or are all chefs expected to be thieves now?

BTW, even in Skyrim, containers weren't marked as owned unless they were inside somebody's house.

    They did do, early on when this issue was raised. They also pointed out that the vast majority of these nodes aren't in sight on NPCs to begin with.

    Wast majority of the boxes are in the cities or near the traders/citizens. There is also motifs - they are ONLY in the cities/homes. So will see how they thought it out...

    As FYI, it doesn't matter if NPCs are in sight or not. You're incurring a bounty each time you loot a container, regardless of whether they see you.
