If your GPU isn't fully used, it's limited by CPU.
Try to increase graphic quality - it won't change your FPS but you will at least see better textures, effects and well... graphic will be better.

Have you tried after 1.2.5 patch right?

If you must play on that 5 FPS, you can at least enjoy beautiful slideshow... So... GRAPHIC SETTINGS DO MATTER. You get better looking frames with the same amount of FPS.
PS. Changing graphic settings of course has nothing to do with FPS in this case. It's just because CPU won't let you have more than few FPS, so by changing graphic you can get prettier frames, not more frames.
The same goes in reversed way - if your GPU is always fully used and your CPU isn't, changing graphic by turning it down a bit can increase CPU usage and/or decrease GPU usage.

They will get it fixed by Friday. Most of my guild and I have unsubbed - when they run the numbers for this billing - a suit will get involved - and things will change.

It really leaves one wondering whether this is a professional outfit or not.
Somewhere between patch 1.2.2 and 1.2.3, Zenimax's coding for how our PCs managed the division of work between CPU and GPU changed enough to royally pooch the game...
The effected areas may be local to our home systems... but the issue's origin is ENTIRELY ZOS.
Their lackadaisical response to the problem, and the outright disdain they've shown to the paying customer over it, are mindblowing in the extreme!
It really leaves one wondering whether this is a professional outfit or not.
