Why did ZOS design WW to be so weak?

I assume by now that werewolves are working as ZOS intends. That's fine, it's their design, and I am sure they have their reasons.

I'd just be interested to hear why, though. Is there a lore reason for wet noodle werewolves? Intrigued.

    They followed the Skyrim model, presumably so that it would seem 'familiar'. Unfortunately, that model was a bad one; it was salvageable in Skyrim because people could mod the living daylights out of it to make it functional, but that isn't an option when playing TESO.

    Lycanthropy is a gift from Hircine so no it is not a disease. However, Hircine will curse those who refuse the gift of lycanthropy. So yes and no, lycanthropy is originally a gift from Hircine and it may be a curse if you refuse the gift.

    * lower ultimate cost
    * cc break in beast form
    * more survivability
    * black fur with red yes for berserker
    * skyrim running animation on all 4 legs

    Personally, I think Vamp and WW should only offer -cosmetic- changes.

    If you're going to get any of those buffs - I expect to see some serious detriments/drawbacks to even it all out, and not some lame 'fire vulnerability' that gets negated with enchants.

    In no way should the game encourage people to become WW's (a 'curse') or Vamps (also a 'curse') in order to be 'better' than everyone else. That makes absolutely no sense.
