That's a logical fallacy.
What is more important is the obvious intent. All other accessible sections of the area in question have stairwells. This shows obvious intent that the Devs intend people to go to these specific areas. The places in question, as noted by the OP, do not have any indicative intent that they should be accessed.
If players are able to access an area, which there is no clear intent that they should be able to access, then this by very definition is an "exploit"; or fully defined: an exploitation of the game's mechanics.
The game's mechanics suggest there is no intent to allow a player to travel to these areas. The mechanic-model is pseudo-realistic, in a sense that sheer walls are not meant to traversed, as is evidenced by the gravitational and physics mechanics of the game.
As such, getting to these areas is indeed an exploit.

They should be banned, its a big difference between a broken skill everyone can do, versus breaking into areas you cant get into because you found a glitch.

Jessica Folsom the amazing community manager said HERSELF on another forum post that terrain bugs ARE NOT EXPLOITS they are GREY AREAS. A little research never hurt anyone.
