(EU) Is really so few playing pvp that all campaigns are low pop?

Everytime I watch campaigns its all the same, in one campaign 1 alliance have lots of people and rest low low low, and low with the ocasional medium on some campaign participating alliance. is it as bad as it looks?
I have not played much PVP in the past but tried out some last few days and always the same. No action.
