I have just been hit by this and cannot get back into the game. Please tell me this is a temporary set back. I'm also getting tired of the game finding random moments in which to stop responding to commands. You don't loose control completely. You just stop being able to interact with the world, draw your weapon, or activate skills. But, you can chat okay.

We are aware that some players receive the error "Login Error: Error 301" when they attempt to log into The Elder Scrolls Online. We are currently working on resolving the issue, and we hope to have a fix soon.
