stuck at level 12?

I'm having a hard time finding more quest in skyrim that is my level I been exploring in have not come across new quest Right now I'm stuck on level 15-16 quest I Cant complete because its to hard for my level any tips on how to get from lvl 12 to 16 ? I ran all over the zone in cant find no quest please help?

There are a few zones with each faction that may suffer from this. The solution is to travel the entire zone to find quest givers of the appropriate level. As well, it helps if you make it a point to complete every Dolmen, solo dungeon (killing the boss), etc.. But for the most part, the breadcrumbs just simply don't take you on a linear path. Search the whole zone for any and all quest givers.

thats what i been doing I have not yet done any solo dungeon on this game As I don't know how to enter them

You posted the exact same thread at level 9. Go back to that thread, read the advice you were given and apply it to this situation.

Solo dungeons you just go in and grab skyshard, kill boss or go the quest inside.

Easy to enter those... They're noted on your map with a single torch. You just walk right on in. Each one will have a skyshard and a boss. Get them both (easy peasy because there are always other people there doing the same), then mosey on your way out. Even if nobody else is there, they're still easy.
