Confused About Craglorn

I'm VR 2 and recently arrived in Mournhold. There I found a cart that took me to Belkarth. I wound up with what looked like a level 50 solo quest called The Corrupted Stone. As soon as I set foot out of Belkarth, I spied a level VR11 beastie lurking near the road. That's when I realized I was in Craglorn, which I had heard was for VR10 and up groups. What gives?

The quests are to be done in groups. Craglorn was meant to be done in groups. In reality it is a bunch of VR1-VR11's grinding in huge zergs though.

I find it difficult to find a questing group during my play times but there's plenty of grind groups. I still haven't finished many of the quests or dungeons. You don't have to be max level.

Leveling by playing the content the way ZOS wants you can take 450+ hours, while grinding can level you to max in 40 to 50 hours.
