Removed Clothing and Armor Textures was a bug fix??

Can someone explain this to me (even one of the mods if they're so inclined), how this was a "bug fix"? And I'm being sincere because I don't see how this was a bug.

Pre-"fix", lower class armors looked different at different levels. Right? So the armor for the I made for level 8 would look different than the armor made for level 4.

The difference was in the physical appearance, which would be accomplished by changing the textures mapped to the models. I'm assuming there would be a different texture for each "level" of armor. It would only make sense that this texture would be made specifically for, say, iron or hide armors. It wouldn't look right on any other type of armor.

Why would this be removed as a bug fix? Is the suggestion that someone at Zeni said: "Wow, after spending hours making all these armor textures for iron armors, we just realized we only need one! Let's delete the rest since, you know, we've gone to all this work and everything ..."

There is no part of this that makes sense to me. Bring them back! Or if it's a bug fix, explain how.

    Patch Notes 1.1.2

    Art & Animation

Fixed an issue with Veteran Gear armor, which will now give them a higher-quality appearance rather than appearing to look like low-level gear.

I'm believe the problem was that the texture normal maps were flipped. Now the Vet armors are shiney and the lower level armors are plain as intended.

Okay, but that still doesn't really make sense.

I'm not the best modder in the world, but I know the difference between a normal map and a texture. Assuming they needed to change out the normal maps because they were incorrect - fair enough - they wouldn't need to delete the different textures for all the different levels of armors (for example, iron, etc.). They could simply associate the normal maps with the textures and be done.

I (and others) have done this with mods for Oblivion and Skyrim: You use one normal map for multiple color variations.
