The PTS server is the test server. You can play there to test new content and new patches that aren't on the live server yet. The important thing is to submit every bug you find with /bug and if you want to give feedback /feedback.
Of course you will still be able to play on the live server, too. Just log out of PTS and log in on the live server.

@Felo, thanks that is very helpful. I assume our characters would be completely independent? If we are new to the PTS do we have to start with a brand new character or can we import our current character? I have to assume you cannot bounce between live and PTS with the same character, right?
That is correct. The PTS was also freshly wiped so everyone is as if they were new. In addition, the PTS will not be open continuously unlike the live server.It's also very important not to treat this like a secondary live server with less people. Everything on the PTS is subject to a wipe at any given time. Try not to get too attached to your characters or items on the PTS as they are not long for this world

It's hard to tell if people are being serious or sarcastic sometimes on the internet. Just in case you didn't know you can also make a vr 9 character too in order to test high level content.
To everyone else. Be prepared for servers to be turned off after patches and character deletes as well. This is not a live server replacement
