No, what you're suggesting will make stamina and magicka the exact same thing, meaning you just picked w/e one you want and use that one. Might as well just merge them into one bar and call it energy.
The problem with stamina is any caster still has access to stamina for cc breaks/blocking and escaping. While laying on dps with magicka. meaning they can always cc break while people investing in it and using it for dps/escaping cannot. what needs to happen is they need to drastically reduce the amount of stamina given per level, and increase the amount of stamina issued per point/gear. (lets say 500 stamina vr1, but maybe +20 per point.) Make cc break cost a flat rate, the majority of this decreased amount. (for this example id say 400.) this will give people not investing in stamina maybe 1 cc break max or a couple blocks. then they will have downtime while they recover stamina for another cc break, they'll be vulnerable to disables during this time. what this will do is make magicka users better at burst damage (hence why their' abilities deal more damage than stamina abilities). BUT stamina users will be able to outlast a certain amount of punishment and have more prolonged sustainable dps, at least in pvp. (because stamina grants bonuses to right click damage, I think?) Stamina users will always be able to cc break and can dip into their magicka pool to deal some quick damage (or use nb invis, or support auto attacks or w/e) like a magicka user will be able to dip into their stamina pool for 1 cc break or a couple blocks.
OR
They could make the 5 medium armour passive a reduction to cc break costs instead of the useless 10% attack speed it currently has.

It is a issue but two bars about same thing or have health drained isnt good imo.
