Depends on how many folks transfer to the console versions for $20 (which also includes a free month, so really only $5). Z/B really wants you to do that, they really do.

$60 could have bought me a real game.
$30 for 2 month sub could have bought me something better
$14 for that stupid Horse that I bought to have an edge on PvP which is boring as ***, turned out useless.
$104 bucks thrown in the garbage.
Never buying anything with the names Zenimax or Bethesda on it again.
@SFBrian18
So, if Z/B did NOT include a month of sub time for the $20, then how much would it cost in real money to transfer and play a month? Answer: $35
Your logic only works if you count the month of game time as being of zero value. I can assure you, if it was not included, it would have true value. Therefore, its inclusion DOES have value.
If you doubt that, try getting a high-ticket item, with a high-ticket 'freebie' included and then not paying the tax on the free item because it has no real value because it was 'included' in the base price. Won't work.
So, not a scam. Just an incentive and a good deal for folks that want to move over to the console version.
