Blocking Endless Fury Explosion...

Ok ZOS, please explain why you can block the explosion of Endless Fury... It's an effect that is already on the target, and actives when they drop below 20% hp. There is no way that should you should be able to block the execute portion of this ability.
This skill is so bugged... It doesn't return mana as it states.
It's execute component which is already applied to the target is able to be blocked.
It often times doesn't even explode when the target drops below 20% hp.
