Bots stealing resources

Im sure its already widely known, but I wanna bring it up anyway. Yall notice in the lower lvl zones, those "players" that seem to "teleport" or "fly" to nodes? yeah. Iv seen a lot of them, and because of them, I have a very hard time getting resources in lower level zones. Is something ever being done about this? I cant report them, because when I walk up to do it, they "fly" away" any ideas?

Heck, may even be in the mid to high lvl zones too, but I noticed it mostly in lower lvl zones
