So the question is, why is it even in the game? You can't fish with it, as it doesn't show up in your circle menu for selection, nor can you sell it, as it has no gold value. I'd like to see it get at least a value of one gold coin each, if not making them usable to actually fish with.

The reason it's in the game is because it's a "sorry, you're out of luck on this attempt at fishing so you didn't get anything". In my experience it only shows up when you use the wrong type of bait for the place you're fishing. I think it's supposed to represent the bait that you put on your hook, only you didn't get anything with it, and now it's useless and unappetizing, so it won't help you in the future.

It basically tells you that you are using the wrong type of bait for that spot. Bugs for rivers, guts for lakes, worms for the ocean, and crawlers for toxic pools.
