When is home campaign transfer going back to 200k AP?

I remember during Beta that the AP cost to transfer home campaign was 200k (I think there as also a 1 week lock for home, but I'm not sure), but ZOS changed it for launch to 15k but said it would eventually go back to 200k. Well here we are, about 2 months after launch, and it's still 15k. Does anyone have an idea when this will change?
