Unobtainable Costumes

So I've noticed a problem... some costumes/disguises are no longer obtainable after you complete a quest. Examples: fort amol disguise, Stormfist disguise

I was caught with the stormfist disguise on, so it disappeared, then I completed the quest. Unfortunately it seems this costume cannot be reobtained. The crates don't have the costume anymore (unlike the Keeper’s Garb costume, the chests permanently have this costume)

Edit: Was able to get them back by starting a new character and just teleporting to the zones, and starting quest again. This won't be possible for VR costumes, since can't teleport to those zones while low level

A few cannot be obtained, but most can if you go back and kill the appropriate mobs. One of them will drop the costume.
