Bot and Spammer Detection?

I know from my experience doing support for a different MMO that the way we eventually shut-down bots was the use of code that reviewed game logs and flagged accounts that were botting before auto-banning them all (at first, we popped into the world and would check to see if there was a player attached, but after a few weeks of use with no false positives, autoban was used).

There was also a chat analyzer that reviewed all spammed chat messages (say it five times and it shows up in a list). A human in support had the list up on one of her monitors and banned the accounts as they showed up.

I'm not asking if Zenimax has these types of tools because I know that they won't and shouldn't comment, but do any of you guys know why they aren't being used now? Have botters become smarter so that game log analysis doesn't make them show up easily? I know that fixing RMT spam would be easy to do with our old system so that's particularly surprising to me. The trick to beating RMT spam and botting is to make it expensive. These guys should be having to buy new accounts, and hacked account users (normally RMT customers) who have had their accounts stolen and used for RMT spam or botting obviously already do not have access to their accounts if they are being used thusly.
