Maintenance - Is there any rhyme or reason to it?

Are there any announcements about when the scheduled Maintenance is skipped? Is there any reason to it at all? Why even have scheduled days when there are huge post patch issues but the maintenance is skipped completely? Frame rate issues, animation skipping issues, lag issues, VR content difficulty issues, roll backs, game crashe .. no maintenance no announcements on the regularly scheduled day. I can't make heads or tails about this game.
