Population levels indicator is it bugged?

Does anyone know if its a bug? the population indicators are permanently are 1 bar all the time every single campaign on the eu megaserver. Has been since the Craglorn patch.

us holiday weekend, new 2 week campaign, new patch with pve content, new level cap/gear, caltrops still broken, severe lag issues in cyrodiil... plenty of reasons for people not being there... I know I personally haven't cared to pvp while the lag is such an issue.

Dawnbreaker EU had 2 DC bars today but it was only time iv seen it since patch(usually it had locked icon).

I have to agree with nukeyoo.

I was pvping 5-6 hours nightly, now I log on for maybe an hour and get sick of it because of the lag and caltrops. I bought the 6 month subscription too, and like 2 days after the payment went through the caltrops bugged and hasn't been addressed yet.
