Question about werewolves

I just became a wolf. all my passives and skills I've unlocked, need to be unlocked again while in wolf form. is that normal or a bug? can I even benefit or use my class skills while in wolf form if I did unlock them again? if someone could let me know if wolf form only uses warewolf skill line it would be a lot of help. thanks

You can only use the abilities from the werewolf line when transformed.
