Hello,
First off, apologies for bad grammar, english, spelling and all that...
Anyway,
Can't speak for other fear type spells in the game, but i've been playing around with the nightblade's fear skill "aspect of terror" + "mass hysteria(morphed)" and the skill is awesome, but it really needs some kind of visual que to tell you if it's in effect on your opponent.
