If bash damage has been reduced...then improve shield blocking

Bash damage is now completely useless. And don't say "bash is used for interrupting" because all classes can interrupt. I think when blocking, incoming damaged should be reduced a lot more considering it's a damn shield, or the dodge chance should be increased when blocking
