Anyone else seeing weird XP gain discrepancies?

I've noticed this on my main (27 Kahjit NB). Sometimes, when killing NPC's and creatures I get around 126 XP, and other times I get 5. I always play this char grouped with my husband's Templar (also 27 and Kahjit).
Last night while playing it seemed a little extra ridiculous. I would get 126 XP for NPC's he killed solo, but while soloing my own, I would get 5 XP. We did the world boss at Mugbraith,and even though I did significant damage, I got 11 XP. When taking down other NPC'S, he would get 200+ XP, and I would get 40.
Is this intended? And if so, is there someone that could exain the mechanics and/or reasoning behind it?
It may be helpful to note that we are currently in Deshaan, nearing the end of that area. Most things we come across are about lvl 23.

It just seems a bit out of whack, to me. I'm essentially getting MORE XP to watch someone else kill things than I am getting by participating.
