Then why did I open 2 desks, & a basket, they was empty!

Still never found 1 motif yet(Of any kind). I am VR1.

You thought wrong.

They nerfed the drop rate for everything even more in the last patch. It was uncommon before, now it's legendary.

Now up to 3 empty desks, a basket, 1 cabinet, & a small sack so far that are empty.

How about that?

I've been looting entire map of Greenshade and Malabar-Tor to level provisioning for couple days. I did open every single sack /heavy sack cabinet, chests and others in every single building and camp.

What did I get? Huge amount of crap materials, some blue recipes and a rekuta. Those materials what I needed mostly but, I was also expecting to find more epics and at least one or two motif

You are VR1 lol, just open everything as you level, should get the 2 books for the 50+ zones.

Point being, they said in patch, NO MORE EMPTY CONTAINERS.

Nowhere does it say anything about empty containers.
There was one comment that says there won't be empty interactive bookshelves. Maybe that's what you're thinking of?
Either way, I have found one such bookshelf in a house (granted, it was lying down on its face, so I didn't expect that to have a book on it).
