I wouldn't lay them off, per se - "agile" is everything in software development and that sometimes means "moving people from one team to augment another that needs some extra cycles". It happens all the time.

The list goes on, and on. Never ever again release a content patch until you fix the core of the game please. This was a huge mistake, and the games even more broken then it was before this patch.

Because in the real world companies can work on multiple things at the same time. Zenimax isn't a guy in his mom's basement, it's a corporate entity with hundreds of employees. Get a clue.
