Mages guild quest The Mad God's Bargain bugged?

im on AD side and i cant seem to find the quest for it at Rawl'kha and there isnt anything at tradepost for me i thought i opened to portal and walked out of the mages guild in Rawl'kha and came back in now there is noone in the guild there
