New Templar bug or working as intended?

After using puncturing sweep I now have a 2 second delay before I can auto attack. What gives.. Patch notes are here for Temp and mentions none of this.. I am also using sword and board. Anyone else having this new issue?

There is also a new delay on when you can cast puncturing sweep consecutively.

Aurora Javelin: Fixed an issue where Aurora Javelin was adding less damage than the intended additional 40%.

Blinding Light: Fixed an issue where, after re-specing, you could not spec back into Blinding Light.

Channeled Focus: Fixed an issue where Channeled Focus was not giving the intended amount of magicka.

Cleansing Ritual: This ability’s Purify synergy will now only appear to allies that have a negative debuff that can be removed.

Master Ritualist: Decreased this ability’s resurrection cast speed bonus.
Those who have spent Skill Points in the Master Ritualist passive will have those points returned to their overall skill point pool. You may place those Skill Points back in this ability if you wish, or invest them elsewhere.

Prism: Fixed an issue where the Prism passive wasn’t properly adding Ultimate when the Dawn’s Wrath ability was cast.

Radiant Ward: Fixed an issue where this ability wasn’t properly progressing as it ranked up. This results in a slight increase to its damage.

Rite of Passage: Slightly increased in healing done.

The Remembrance morph now gives allies 20% damage reduction at all ranks, rather than scaling from 16% up to 20%.

Ritual of Rebirth (Healing Ritual morph): Increased the self-healing on this Healing Ritual morph.

Spear Shards: Fixed a visual issue with this ability where the spear was falling horizontally.

    There's a 1 second lockout after using Puncturing Sweep, it prevents you from performing any moves at all which include weapon swings or blocking. Its now a suicidal move against a group of mobs even though its designed to hit multiple targets. You can't do jack for that 1 second after using it, I don't know if this is a bug or an unmarked change, but its very annoying.

    I assume Biting Jabs has the same problem, but would like some confirmation before I decide to switch it.

    Yep. This is the exact issue I'm having. I've noticed other abilities have delays as well, but Puncturing Sweep (or it's other variants) is the worst.
    VR12 Templar Tank
    VR6 Dragonknight DPS
    VR3 Templar Healer

    We won't know if its a bug or intended until devs go to work tomorrow. And it is all morphs of puncturing.

    The worst class already and then hidden nerfs. Dont know how they could just do that unintentionally.

    Doesnt really concern my templar, but this is just funny.

    They wont say OP.

    It is happening right now , but the devs wont say a word about it , and since it was not on the patch notes , nobody is certain.

    Add to this how absurd the vet mobs have become over night , and im not even trying right now lols.

    It's more like 1.3 seconds. I'm fairly certain I timed it accurately. And yes, Biting Jabs is the same. Your spell bar is completely locked for 1.3 seconds after the channel. So essentially, if you spam Biting jabs like most DPS Templars do, you are basically waiting 2.4 seconds before you press the button again (1.1 seconds while it channels, then 1.3 seconds after). Seems like an eternity, and completely changes the way that combat feels. Kinda reminds me of FFXIV:ARR. That game had a super long (like 2 1/2 seconds) GCD, and I hated it.

    I didn't even spam it. I did bow stuff to keep everyone off me and then used it to either clean up or as a last resort. Now if I'm getting an unseen mob I'm in big trouble.
