By this I mostly mean sets that drop by doing basic things like healers ect not things like malestorm set gear.
Also they could add the required material as a reward from end game content.
I actually would like this, so long as it's limited only to sets that you can loot from enemies while questing, and anything bind on pickup is automatically out of the question.

Healers habit drops in DSA that is the sort of set they won't want crafters to be able to make. They still want people to do Arenas, Group Dungeons, PvP sets, Wrothgar Dailies and Trials.
Maybe, but it takes the frustrating RNG out of it. Convenience is only allowed to come from the crown store

Actually, I don't think it's true since we can't craft jewelry so as for now, people will craft Hunding's Rage (BiS stam) or Julianos (BiS mag) from lvl1 to v16 and are only looking for sets with jewelry to complete their builds. So build diversity is almost non-existent in the current meta, at least for DPS. Tanks get a few more (weak) options and for healers only Spell Power Cure may be better than Julianos.
People who are chasing after gear are chasing after jewelry and monster sets or because they have some free time to kill and enjoy trying out new stuff - trying out new stuff is actually a great motivation.

Odd I could have sworn I saw a piece drop in a chest on one of my low levels yesterday... if they put that *** in the crown store... whatever damnit it passed the pay to win line with the horse upgrades

how is a horse upgrade p2w? its just a horse that runs faster holds more bag space for convenience lol now if the mounts could breathe fire and it took months to unlock the ability and you can just buy that from crown store that would be p2w or if they had horse racing be a thing. but a faster mount hardly lol

In PvE no but PvP is basically horse simulator online, a faster horse makes a HELL of a lot of difference especially when it comes to keep defense and offense. they need to battle level horse speed...

@Arciris
I really, really want upgrading of sets too, but apparently they said it wasn't going to happen in the last ESO Live.
