Anyone using the new arctic blast?

The new skill sucks. Can't cast it without a target, so no healing during some boss phases or after Combat. Also sometimes you need a stun and no heal and vice versa and with this you can only do both and it's not a cheap spell… Who for the love of God wanted this Change,???? It was the best skill for a healthden dungeon tank... This is a real bad skill now, outright useless. I want the old Arctic blast back!!!
