Skyshard - Where the Fiery Tide Rises - Bugged!

I can't get the skyshard "where the fiery tide rises". The shard used to be where the Hightide Hollow boss was standing as per the "Skyshard" addon indicates.
Now the shard is gone from there. I found the shard in the Hightide Hollow, but I am unable to use it, since it is not glowing at all. Getting Close to it does not activate "E"...
