The devellopers could not SCALE UP the actual Trials in the game because it take time, ressource and a lot of coding.
However, they are going to bring some changes to make this content relevant with the next DLC.
In regards to the rewards, we do not currently have plans to increase the levels of the Trials or Dragonstar arena. That being said, in the Thieves Guild, we will be offering level appropriate Weekly rewards for completing this content.

Just by the by, you likely will not have to buy the Thieve's Guild DLC to benefit from this as, from my understanding, the system is already in place and will just be part of the "Base Game Patch" changes.
I do agree with you though, I don't see why it's such a hard thing to scale these up just like a veteran pledge. Some of the sets would still be really cool, but we can't use them due to VR12 lols.
I have character VR16. I like trials and Dragonstar arena, but rewards VR14 are useless to me. I really do not understand developers of Zenimax. They created nice content 3 Trials and DSA (it si very hard work), then change top rank for VR16 and that the content they kill. Is it normal?

We created new Trial for VR16 in future content.
WTF? So ... They kill for me 3 trials and DSA and give me (for other money) 1 trial for VR16.
I like this game, but developers kill this game by their steps.

All this is irrelevant, when they remove VR and max level is 50. Even that VR10 Soulshine set you found, it will be good at Level 50 scalling(shame for the jewelry cannot upgrade them).

If they scaled trials to v16 like they did with dungeons, most people would not be able to complete them at all. V16 vet dungeons are much harder than the old v12 versions. They probably need manual changes instead of a "let's triple their hp and quadruple their damage" approach.

We burn bosses actually faster now than before so...

Bosses can be taunted so only the tank is receiving most of the damage. I was thinking more about trash pulls, which is where I could feel the buff easily.
Don't get me wrong, I love this new difficulty. I just don't think trials can be buffed the same way and still be balanced.

I would imagine this is the "ultimate" goal next year.
What my friends and I would really like however is to get dropped to level 50 and have gear scale to your CP. This means so much old gear would be viable again. It may well be very difficult to implement but knowing that I could go anywhere in game and pick up an item and know it could be useful would be fantastic.
All this great gear (Eternal Yokeda, Vicious Ophidian, Healer, Sun, etc) that no-one uses and no-one will use for a long time would instantly be viable again.
However, I get the feeling that gear will scale with CP but only to max "seasonal" caps. For example "base game" gear only maxing at ~160 CP, IC gear maxing at ~250 CP, Orsinium gear at ~501 CP, etc. This would be tragic in my opinion.
Obviously I have no genuine idea, I am just postulating, but it seems to good to be true that all the great base-game sets will be as good as the new DLC stuff.
