They didn't announce an expected down time, probably because it's expected to be a bit more lengthy than the normal 1-2 hours and didn't want to hear people complaining that it was taking longer than what they said. That's my guess anyway!
They don't publish expected downtimes, because if they go one minute over the estimate, the internet will explode with ragers. If the patch is big, and the amount of things to be fixed for consoles indicates it will be, expect it to be down for most of the morning.

Unfortunately, they tried before where they informed us how long the down time was, but they got crucified when they didn't meet the expected time frame. expect avg of 2 to 3 hours, but this is based on PC, console might require longer fixes.
As a few others noted, this is our first time doing incremental patch maintenances on the consoles, so we don't have ETAs. Due to the way the console megaservers are structured, we must do the North American and European maintenances at the same time, unlike on PC/Mac. The Xbox One maintenance did go around four hours yesterday, for what it's worth. We'll let everyone know as soon as we have an ETA, or the megaservers are coming back up.
The patch is 15GB... Which is absolutely ridiculous. I may even quit playing over this as i use wireless internet and can't afford to use up another 15GB.
