(SUGGESTION!) New Statistic "Haste"

To start I really love to use fully charged heavy attacks both to regen resources and to do damage when is a good time, I also love the sets that will proc some buffs using light and heavy attacks but, as everyone, I know that fully charge an heavy attack is a loss in time and opportunity (mainly a loss of dps in pve and a telegraphed action in pvp easy to counter and counterattack), in addition they are pretty pointless because of their damage compared to other attack skills (an example is Crystal shard and its morphs and solar flare and dark flare, or wreking blow and snipe, every skills listed before deal a lot more damage and have a faster casting).

I was thinking why not add a new statistic like Haste with a cap (maybe a 40% cap) used to increse ONLY the casting (or channeling for lightining and healing staves) of heavy attacks (mainly because casting skills with a cast time is already usefull and fast and applying this addition to them too would be for sure a balance changer)?

Plenty of other games have something like this (I mean the statistic) and work very very good, we already have very good sets that buff heavy and light attacks and I think with "Haste" would be very very cool to see people create builds and theorycraft around new builds other then spamming the same skills, using the same set over and over again, in addition we would see people (mainly in pve) using "a rotation" of heavy attacks to regenerate resources and take advantage from set's buffs so we could see some other classes used as healer in dungeons instead of the classic templar spamming Breath of Life and spear to make melee regenerate stamina.

Lastly DKs too will benefit from this addition to the game thanks to their skill Molten Weapons (and its morphs) using all kind of weapons not only bow and this, well at least is what i think, would be a little but very important fix to the Whole class without touching anything in the core skill system.

I really would love to see my DK casting fireballs and frostballs from my destro staves in pvp without being completly useless and harmless.

PS: i know probably adding a new statistic is not so easy like I said, but as I said everything would benefit from this addition without touching or change anything at all in the game (classes, races, items, skills, passives, etc.), afterall what we have besides weapon crit (spell crit) and weapon damage (spell damage) and armor (spell resistance) to be used in combat? As a dps we will use crit and damage and max them as well as we can, as a tank we max health and armor or resistance, as healer look at dps; with haste we will have something new to work on to make the perfect build that suit us.

While I hope ZeniMax see this post, what do you think guys about this addition?

    Wrong typed, I meant a cap of 60% maybe (not 40%) or something cimiliar, just to cast of a fully charged heavy attack in 1 second instead of 2 (clearly if we capped that stat).

    There already is a weapon trait that increases attack speed, which only applies to basic light/heavy attacks. Before Update 1.6 (March 2015), there were multiple ways to get increased attack speed buffs from abilities. However, ZOS got rid of this buff when they consolidated all buffs into the Major/Minor system, even though they left the weapon trait as it was. ZOS does seem to want players to use basic attacks more, and this would be a good way to do it, but I'm not sure if they would go back and add a buff they already took away (then again, we don't know exactly why they removed it in the first place).

    I know that trait, and we have also the passive skill of destro staves that "haste" the casting of heavy attacks, what I'm saying is not a buff but a statistic, because buffs are ok but would add problems like "Ok I want to speed up my heavy attacks so I have to use this instead of that" and like in early days of ESO we will see a lot of people using the same combo to obtain that buff (like all magicka DK in early days of this game).

    No no what I'm talking about is a stat accesible by everyone, in every build and every moment, so everyone can have their preferred race and class combo, using their best skills and eeveryone have that stats beside crit, damage and resistences, if someone prefer to add crit and damage he can like who want to increment haste and damage or haste and crit with the only exception that wecan finally build our characters on light and heavy attacks and be usefull like who spam skills.

    Well if in a future ZOS want to add a buff normalized by the new system (that I like so much btw) to give an increment to haste it will be welcome, but it is not what I'm saying in this post.
