Latency Diferences

Hey guys,
I been fighting whit this problem alone and run out of ideas.
I live on SA, Argentina, and I have a serious problem whit the latency.
Right now im playing whit 250ms and as you can imagine the game experience its not so good.
Now I can understand that because the distance I cant get the same latency as you guys playing in NA, but I know from other games I play, and from tests I run this days that my latency to NA its like 150ms.
My three mayor measure tool are:
-Other games online, mostly from Blizzard whit NA server (150ms)
-Speedtest by Ookla whit selected server on Dallas TX (160ms)
-Resource monitor (Network) from task manager when I launch the game (160ms)
-Latency monitor from inside TESO (260ms)
As you can see, there is like 100ms that I don’t know why I get from TESO and that can improve my experience a lot.
Any one have some issue like mine? Getting more latency that it should?
I try a lot of things but nothing works for now, I already did a fresh install of my W7 just to see if there was something messing whit my local conecction. I know for sure that its not mi ISP because as I show you this latency its only playing TESO.
I /flushdns, I reduce the MTU of packages, I disable the firewalls, I shut down the Wifi, I try a static DNS, I try pretty much any software that promise to solve latency whit no luck, (I didn’t expect that this would work tbh) and I have no more ideas.
