Anyway to extend UI Safezone when using controller?

All the UI is far too close to the middle and NPC Subtitles are lit int he middle of the screen at 1920x1080p, is there any ini file etc to edit to push the borders of this to the edg elike MOST games allow, the PS4 version of ESO has this setting although it doe snot even work why does the PC not?
