Matt Firor Confirms That Thieves Guild will take place in A new Hammerfell Zone and Dark Bortherhood will be set in an Anvil and Kvatch Zone.
We know Abah's Landing and Gold Cost(Anvil and Kvatch) from datamed info so it's basically confirmed at this point.
