It's not an issue, my blazing spear pulse and RD never did that much damage for 1 cast, well RD was technically 2 castsWhat is the difference in the duration between ticks? Are we talking every 1 second instead of 0.5 seconds?
The proc rates for the passives could always be increased to compensate if needed. Honestly if it improves game performance, and the damage is adjusted, as well as the prox rates if needed. I don't see it as an issue.

I almost spit out my drink when I saw this radiant tick, lol.
Keep in mind the target was around 2% hp or so when I hit them with that radiant. Looks like radiant did get a nerf?
i'm more concerned they were allowed such a name.
As for radiant destruction, this COULD be a buff. My radiant destruction can crit for over 30k if it crits. Meaning it should now crit for like 60k, providing me with more burst. This could actually help in pvp.
Are you ******* serious, templar nerfed....AGAIN? It's already one of the weakest in solo arena and pvp....but im sure sorcs and nb's still OP as hell...
I am so done.
Long loading screens, broken skills, bugs, crap fps performance and now more nerfs....
Might be time to try another game.
yeah templars and sorcs got nerfed just them oh wait I see 2 nightblade and a dk ability on that list.
