Enable Gamepad binds without Gamepad UI enabled

The game doesn't seem to accept the gamepad bindings in the keybinds panel unless 'Gamepad Mode' is enabled in the gameplay settings. Is there a setting somewhere to turn on the gamepad bindings while keeping the default UI?
