One Hand/Shield and Two-Hand Charge Abilities Charge at Walking Speed

Hi, I've recently started having this weird problem. My characters on my account (any of them) charge much slower with one hand shield and two hand than before the patch. They all move at walking pace when charging. Other people do not seem to have this problem. I am not really sure why this is happening, but I would like to report it somehow and/or find a fix for the problem. I originally thought it was a problem with orc racials but I have tested it with multiple characters.
