Can abilities be flat out resisted?

I'm particularly asking about the Sorcerer ability Encase (and its morph, Shattering Prison) here, as it feels in some recent play sessions like I have to cast this 2 or 3 times on the same mob(s) before it will "take", but I also remember sometimes having a similar problem on my DK where Talons would just not seem to do anything.

Does anyone know if this is a feature (a function of spell resistance?) or a bug? Feels like perhaps it happens more if there is a large level gap between the mobs and me, which is what got me wondering if they are able to just resist CC from lower level players.

    It's called miss chance, which is what you are experiencing if you are fighting mobs that are significantly higher level than you.

    There are also certain types of mobs that are immune to any form of crowd control.

    Thanks! I did not know that players had a miss chance.
    There are also certain types of mobs that are immune to any form of crowd control.

    Yes, I knew about this, but these were definitely not flying mobs / bosses who are "too powerful" / etc. Must have been the miss chance.
